When will HESLB Onlination 2025/2026 window be opened?
According to the recent public notice made the HESLB Executive Director Dr. Bill Kiwia. The HESLB Application Window is expected to be open by June 2025
What are general instructions to all HESLB Loan 2025/2026 Applicants?
All loan application applicants for 2025/2026 academic year are required to observer the following;
- Read and follow application procedures stated in HESLB guide book 2025/2026.
- Ensure that the Form Four Index Number provided when applying for a loan matches the one used in your application for admission to University.
- Applicants who sat for the Form Four Examination more than once are required to list Form Four Index Numbers
- All documents submitted to support the applications should be certified by relevant authorities as stated in HESLB guide book 2025/2026.
- Ensure all birth/death certificates are certified by Registration Insolvency and Trusteeship Agency, RITA or ZCSRA for Zanzibarian.
- Applicant born from abroad should obtain letter from RITA or ZCSRA to validate their birth information
- Ensure that the online application form is dully filled and signed before submission
- Ensure that bank account details are correctly in the application form. The applicant name must match the bank account details.
- Applicant should provide the registered and reachable mobile phone number that will be used to receives notification from HESLB regarding loan issues
- All applicants must strictly observe the set loan application deadlines.
What are general criteria for HESLB Loan Application 2025/2026?
In accordance with HESLB Act, the Board has set the general eligibility criteria to be considered in Loan applications;
- Must Tanzanian and not older than 35 years at the time of application.
- Must have a National Identification Number (NIN).
- Must have completed and collect application through the online Loan Application and Management System (OLAMS)
- Must have an admission into recognizable and accredited higher education institution in Tanzania (Whether Public or Private)
- Must not have a formal or regular income from employment or established contract in either public or private sector.
- Must have a proof to have repaid at 25% of any previous loan received from HESLB. (This applies only to students who dropped or discontinued from studies)
- Must have completed ACSEE or other equivalent qualifications within five (5) years from 2021-2025 inclusive.
What you need to do while waiting for an Opening of HESLB Application Window?
Dear students’ parent or guardian, you need to take the following action while waiting for Loan Application window opening in June;
- Make sure you obtain a National Identification Number (NIN) from NIDA
- Make sure you open a Bank Account and should carry you official names (NMB Bank PLC and CRDB Bank PLC are highly preferred)
- Make sure register Mobile Phone Number to receives the notification from HESLB regarding your application
- Make you apply for certification of you birth certificate certificates or death certificate (if any) to RITA Uhakiki at rita.go.tz
- Prepared the Loan Application fee which is TSH 30, 000/= plus other supportive cost such as signatures of Legal Officer and Village /Community Officers as well as printing, scanning the HESLB Application form with total of not less than TSH 50, 000/= (Loan Application included)
- Prepare the HESLB Loan guarantor details (Usually parents ie Father/Mother, and or Guardian for orphan applicants)
- Prepared an Official passport size of 150/120 mm size (Yours and that for your HESLB Loan Guarantor)
- Prepared the TASAF details (If you parent or guardian) is among the TASAF beneficiaries
HESLB Online Application 2025/2026 Processes
Here is a series of step – by – step processes that will guide you complete your HESLB Online Application 2025/2026
- Visit the Official HESLB website at: https://olas.heslb.go.tz/:
- To visit the website you may directly type URL above or “HESLB” on search engine then selection the results containing the above URL
- Navigate on the “Loan Applicants” section:
- Here you need to select “Apply Loan” link (on the top).
- By clicking the link above you will be directed to section asking you to confirm whether you are a graduate form NECTA / NON-NECTA. (Make a correct choice here)
- Enter your Form Four Index Number as per instructed format:
- Make sure it matches with the one used for admission into higher education institution
- Then Verify the information displayed after entering your index number, basically you name
- Then Click “Confirm” button
- Choose your application category in the drop box shown:
- For Bachelor degree select “BACHELOR DEGREE (LUG)”
- Then click the next button to create an account
- Design the best Password as needed and which is to remember.
- After creating an account the system will requires to Log In using a User Name (Form Four Index Number) and Password (the one you have just created)
- Start now filling the HESLB Online Application Form:
Fill correctly all the information in this section one by one before clicking a next button;
- Fill the basic information (Applicant First, Middle and last Names, Form Four Index Number, Bank details ie account name and account number and upload you official passport of required quality) Click “Next”
- Fill the demographic information (Birth verification Number form RITA, place of Birth, Your Parents’ or guardian’s names and Your National Id Number (NIN), Residency region, district, Ward, Village, Street, Post code as well as Post Address and Click “Next”
- Fill the Preliminary information (Confirm Application Disability if any, Fill in Father’s, Mother’s or Guardian details, or orphanage details for orphan applicants.
- Fill in your Education information (Form Four Exam details including number of seats, Form Four Sponsorship details, post Form Four Sponsorship details and Click “Next”
- Fill in Guarantor information usually of your parent/guardian (First, Middle and Last Names, His/her National Id Number, and an Official Passport of your Guarantor.
- Preview the information in the filled HESLB Online Form
- Now preview the information and check if they are filled correctly and click download
- Print your form and send the page 2 and 5 page for signature (page 2 of your form has to be signed by Village/Street Officers and Page 5 by the Legal Officer)
- Scan the signed documents separately
- Attach the signed document.
- Each document has to be attached in respective slot
- After uploading the signed document, download your complete signed Application Form
- Preview once again your form and click “SUBMITT APPLICATION” if everything is kept in place.
- Make sure you visit your account regularly for any online notification and fix all the issues raised.

Take note on HESLB Online Application;
- Make sure you complete your application during the allowed window, near in mind that all application made after the deadlines are NOT considered!
- Don’t share you details to some whom you don’t know
- Don’t send money to any person declaring as being one of HESLB official so that to facilitate the loan allocation as it the allocation is done free from bias (just by comply the criteria for loan allocation)
How do I know if got my HESLB Loan Allocation?
After HESLB announced the list of Loan Beneficiary via social media or in their website, then Log In your account to check your allocation; how can you do this? Follow the below simple steps.
- Visit HESLB website at https://olas.heslb.go.tz/:
- Select Login For Registered Applicants
- Enter your login credentials
- Go to Student’s Individual Permanent Account (SIPA)
- Click on it and select “ALLOCATION”
- Select the Academic Year
- Check your allocation details

- MA – Meals and Accomodation
- TU – Tuition Fee
- SFR – Special faculty Requirements
- RES – Research
- FPT- Field Practical Training
What to do if have not allocated to HESLB Loan?
HESLB Loan always issues the list HESLB successful loan Beneficiaries into several various Batches, So we advise you to;

- Keep visiting your account from time to time to find out if allocation is made

What Can I do If I am not satisfied with my TU Allocation?
- The only option is Appeal against your allocation, here make sure you attach addition details that shows that you can afford to pay your tuition fee including but not limited to Death certificates, Disability evidence, TASAF evidence and other evidence that is specified in HESLB Application Guidebook 2025/2026.
